Project Overview

Bowercross Construction Labour (BCL) supplied labour and supervision on the £160M Gatwick Airport station upgrade project — one of the most significant rail infrastructure investments in the South East of England.

The station redevelopment was designed to double concourse capacity, improve passenger flow, and provide step-free access throughout the station. Working within a live international airport and operational railway environment demanded exceptional coordination, safety management, and scheduling precision from our teams.

Our workforce delivered specialist reinforced concrete works, structural steelwork support, and complex temporary works — all while maintaining uninterrupted train services to one of the UK’s busiest airport stations, handling over 46 million passengers annually.

Our Scope

of Works

BCL provided comprehensive labour and supervision services across multiple phases of this complex station redevelopment programme.

Project Overview

Bowercross Construction Labour (BCL) supplied labour and supervision for the £160 million upgrade of Gatwick Airport railway station, one of the most significant rail infrastructure investments in the South East of England. The redevelopment was designed to double concourse capacity, improve passenger flow, and deliver step-free access throughout the station. Works were carried out within a live international airport and operational railway environment, requiring strict coordination, precise scheduling, and adherence to rail safety standards while maintaining uninterrupted passenger services.

Reinforced Concrete Structural Works

BCL provided skilled labour for a range of reinforced concrete construction works across the station redevelopment. Key activities included: Reinforcement fixing for structural concrete elements Formwork installation and dismantling Concrete placement and finishing for structural components Construction of foundations and structural support elements for new concourse areas These works formed part of the structural upgrades required to expand station capacity and support new infrastructure.

Structural Steelwork and Support Works

The project involved close integration between reinforced concrete works and structural steel installations. Works included: Support and installation assistance for structural steel frames and beams Preparation of concrete interfaces for steelwork connections Coordination with crane operations and lifting plans Alignment and fixing of structural components within tight construction tolerances These activities supported the construction of the new concourse structure and improved station facilities.

Temporary Works and Site Logistics

Due to the confined working environment and ongoing rail operations, extensive temporary works and logistics planning were required. Scope included: Installation and maintenance of temporary structural supports Construction of access platforms and working areas Coordination of material deliveries within restricted access zones Phased construction sequencing to minimise disruption to operational rail services Careful logistical planning allowed works to progress safely within a highly constrained environment.

Health and Safety Management

Safety management was critical due to the project’s location within both a live railway station and international airport environment. Safety measures included: Preparation and implementation of site-specific Risk Assessments and Method Statements (RAMS) Compliance with railway safety procedures and airport security protocols Daily toolbox talks and safety briefings for all operatives Continuous supervision of lifting operations, working at height, and confined workspaces These procedures ensured the workforce operated safely while maintaining uninterrupted passenger and train operations.

Labour Supply and Workforce Management

BCL provided a skilled and flexible workforce to support the delivery of the project. Responsibilities included: Supply of experienced steel fixers, concrete operatives, carpenters, and supervisors Workforce planning aligned with rail possessions and restricted working windows Coordination with principal contractors and subcontractors across multiple work fronts Maintaining productivity while meeting strict safety and quality requirements This structured labour delivery allowed construction works to progress efficiently within a complex, high-traffic transport environment.

Key Challenges & Solutions

Delivering major structural works inside a live airport station presented unique engineering and logistical challenges that demanded innovative solutions from our teams.

Live Railway Operations

All works were carried out within a fully operational railway station serving 46 million passengers per year. BCL coordinated shift patterns around timetabled services, with the majority of heavy structural works confined to overnight and weekend possessions.

Airport Security Compliance

Every operative required enhanced security vetting and airside access clearance. BCL managed the full vetting pipeline to ensure workforce continuity, with zero security incidents throughout the programme duration.

Constrained Working Environment

The station's position between the airport terminal and active rail lines meant extremely limited material lay-down areas and crane positions. Our teams developed bespoke logistics sequences to maintain programme milestones within these tight spatial constraints.
