Project Overview

Constructing a new substation adjacent to the existing substation in Harker. The works are required as part of the Harker Energy Enablement Project comprising of new GIS substation buildings (400kV and 132kV) and 6 super grid transformers.

The Harker Substation Project is a large-scale infrastructure development aimed at enhancing the UK’s renewable energy capabilities. Delivered by Taylor Woodrow in a joint venture with Omexom, the project involves constructing a new substation next to the existing one in Harker. This forms part of the broader Harker Energy Enablement initiative, which supports the transition to a more sustainable energy network.

Over the course of five years, from 2024 to 2029, the site will be transformed to include advanced electrical infrastructure. This includes new high-voltage substation buildings and several super grid transformers designed to handle increased energy demands. In addition to its technical components, the project also places a strong emphasis on environmental responsibility.

Scope of Works

BCL delivered a comprehensive package of labour and supervision services across all major construction phases of the project.

Reinforced Concrete

Formwork, steel fixing and concrete placement for foundations, retaining walls, and structural elements across the project.

Structural Steelwork

Erection and installation of structural steel frames, connection works and associated temporary support structures.

Temporary Works

Design, installation and removal of temporary support systems, propping arrangements and access scaffolding.

Safety Management

Full-time safety supervision ensuring compliance with CDM regulations and client-specific health and safety requirements.

Labour Supply

Scaled workforce delivery of skilled tradespeople including shuttering joiners, steel fixers, banksmen and general operatives.

Site Supervision

Dedicated BCL supervisors managing daily operations, quality assurance, progress reporting and workforce coordination.

Key Challenges & Solutions

Delivering major works within a complex infrastructure environment presented significant engineering and logistical challenges requiring innovative solutions from our teams.

Complex Site Logistics

Operating within a constrained site with limited material storage and access required careful coordination of deliveries, crane operations and workforce movements. BCL developed bespoke logistics sequences to maintain programme milestones within tight spatial constraints.

Maintaining Live Operations

All works were carried out alongside ongoing operations, requiring meticulous planning of work sequences and timing. Our teams coordinated shift patterns around operational requirements, with heavy structural works confined to agreed possession windows.

Rapid Workforce Mobilisation

The programme required significant scaling of the workforce at key phases. BCL mobilised over 120 skilled operatives at peak, all with appropriate security vetting, trade certifications and site-specific inductions completed within tight timescales.
